i would love a turn my community tank into a discus set up but just cannot afford the initial outlay at the moment.

Although ive never kept them i do know the following some of which has already been stated.

should be kept in groups of at least 6
Should be bought from one supplier to limit problems
should not be kept with fast moving fish
PH no higher then 7
good diet
lots of water changes
roma 200 with ocean rock
12 yellow labs
5 yellow tail acei
4 red zebras

Would I be able to keep either a group of 5 clown loaches, or a pair of Severums (wild caught green and a red) with Discus?
You can have any beer you like…as long as it's a Corona.

I would not the clowns are to aggressive plus the severums would just push the discus to one end of tank.
Go for large tetras and a nice shoal of corys some great wild types out there. L-number plecs are ok byt have to be ones that like it warm.
For south american fish pier aquatics wigan is by far the best am i have traveled ;)
